Business Case
Veolia is responsible for the construction and operation of the heating network in Harbin, capital of Heilongjiang province, with a 30.1 million m2 heating area. Demolition of over 500 small coal-fired boilers has improved the air quality in the city and energy efficiency.
Committed to improving the quality of heating in Jiamusi, Veolia followed the overall plan of the municipality and launched the complete reconstruction of the heating network to ensure citizens enjoy stable indoor conditions.
In 2009, the project won the honorable “Global District Energy Climate Award” issued by IEA in Copenhagen.
Industrial cogeneration
Energy efficiency in heating networks, securing energy supplies, reducing energy bills and environmental impacts: these are all key challenges facing public authorities and industrial companies as well as healthcare and educational facilities. Cogeneration is one answer to these multiple challenges.
As a specialist in distributed energy, Veolia provides our industrial customers with high value-added services to meet their needs for stable, high-quality, reliable and low-cost energy. In China, Veolia provides on-site energy services to more than 90 industrial customers in a variety of fields through seven industrial sites, including three biomass sites that provide stable and high-quality green energy to 30 industrial customers.
Through the Industrial Cogeneration Solution, Veolia is able to provide efficient and reliable power and heat supply, maximizing the utilization of energy resources, reducing energy waste, and lowering carbon emissions. This solution is applicable to various industrial sectors such as chemical, pharmaceutical, pulp and paper, food and beverage, providing customers with sustainable and cost-effective energy solutions.
Business Case
Through the cogeneration process, Veolia supplies stable, continuous, and high-quality industrial steam to the industrial customers in the park. All the electricity generated is integrated into the national power grid, ensuring environmental emissions are below the local average standards. The Phase I capacity includes two 130-ton/hour boilers and one 25 MW generator set. In 2013, the Phase II of the thermal power plant was completed, achieving a final capacity of 520 tons/hour of steam and 50 MW of electricity generation.
Biomass energy

Through Yibin Yangchun, Veolia provides an uninterrupted and consistent supply of green energy with efficient emission standards to six industrial companies in Yangchun Industrial Park, Jiang’an County. Veolia uses local agricultural and forestry waste to produce the thermal power plant’s 100% green and clean steam and electricity to meet the energy needs of the park.
